Free is hard to come by for this specific piece of hardware (because of legal issues and royalties for the technology). However, are you on a mac or pc? Maybe I can find something to help you out.

I use musicmatch to convert wav to mp3. I'm not sure if it's still free, but I have a free version kicking around I can get to you. :)

I use Studio.odeo.com to record MP3 directly on the web, they have some nice code that you can place directly in your site.
it makes playing audio so much better than having to pay for and find all of these kinds of programs. very easy to use as well.
